


The Winneshiek County Board has awarded a contract to Skyline Construction of Decorah to build the Burr Oak sewer treatment facility for $343,991.95. The engineer's cost estimate for the project was $355,000. The project will be done this summer.
The Burr Oak project is being paid through USDA Rural Development funds, with a split between a grant and a loan. That has created the only question for the project, since the original estimate in 2016 of the project's cost was $311,000. Burr Oak may have to borrow more USDA loan funds; the contingency fund created for the project might be used; or Winneshiek County could forgo asking for payment of some of the costs the county has already paid.
