


Decorah Police took two people into custody Sunday morning in separate incidents.
Around 12:45 a.m. police were called to Water Street because of a man slumped over a trash can. Mark Mateski from Bloomington, MInnesota was found to be intoxicated and was placed under arrest on a charge of public intoxication.
At 1:30 a.m. police made a traffic stop on North Street and Iowa. The driver, Douglas Usgaard, was ticketed for speeding and for failing to obey a stop sign.
During the traffic stop, officers found marijuana and drug paraphernalia. They arrested 18-year-old Shai Shay of Decorah on charges of Possession of a Controlled Substance and Possession of Drug Paraphernalia. Usgaard was referred to Juvenile Court on charges of driving while under the influence, possession of marijuana and possession of drug paraphernalia.
