The Iowa Department of Transportation opened bids Tuesday on the project to extend the Trout Run Trail to Freeport and to repave River Road with a sidewalk added.

It was the second time bids were opened on the project.  On July 15th only one bid was received.  This time the DOT had two bids--the apparent low bid by Skyline Construction of Decorah of $2,381,277.10 and a second, higher bid of $2,440,108.28 from Absolute Concrete Construction in Slater, Iowa.

Winneshiek County received a $1.6 million TIGR grant from the federal government to help pay for the project.  It will also use Farm to Market funds, local road funds and funds raised by the Trails From Freeport group—funds totaling $2,226,000.
