Luther student arrested on public intoxication charges

Decorah Police say they arrested a Luther College student on public intoxication charges Monday night.

22-year-old Emmanuel Chidavaenzi was found lying unconscious in the middle of the new soccer field on Pulpit Rock Road. Officers arrested him and took him to jail.
