The laws of the City of Decorah--the city's ordinances--can be found on-line by visiting the city website, www.decorahia.org. Here's what 6.04.010 says:
"It is a misdemeanor to allow cattle, horses, swine, sheep, dogs, cats, or other similar or domestic animals or domestic fowl to run at large within the city."
So there you have it--people should not be letting dogs run free, either on the Trout Run Trail or in the rest of the city.
