


The City of Decorah has begun a one month-long test of having the stop lights on Water Street at Winnebago Street constantly flash red. Several readers have asked questions about the new operation, so here's a summary:
1) For traffic heading either direction on Water Street, vehicles must stop at the intersection.
2) Vehicles heading west on Water Street can turn left on Winnebago Street after allowing the first eastbound vehicle to clear the intersection.
3) Vehicles heading east on Water Street must allow westbound traffic to turn left if that traffic has stopped first at the intersection.
4) All vehicles heading in both directions need to yield to pedestrians who have already entered the crosswalks.
