The Winneshiek County Sheriff's Department says an investigation by the Calmar Police Department has discovered that a female Howard County resident is asking area residents and businesses for donations--and may be violating postal regulations.
The Sheriff's Department says the woman has been putting letters in mailboxes, asking for the donations. However, the letters did not have postage and were not postmarked. Because of that, police have referred the matter to area postal inspectors.
Police say that despite the headline "Donations Needed" on the letter, there does not appear to be any association between the woman and any non-profit agency in the area.
