The latest jump in positive coronavirus cases is not a result of more testing being done

For Winneshiek County, over the six-month period of the COVID-19 epidemic, 6.5 percent of tests taken have produced positive results.
In the eight days from August 17th through August 24th, there were 459 tests taken in Winneshiek County and 78 came back with positive results. That represents a rate of 17 percent of tests taken producing positive results.
Howard County has the second highest rate in the state for the last two-week running average. But a 17 percent positive rate would also put Winneshiek County among the top counties in the state. On a per person basis, Winneshiek County's rate is three times higher than it was in the past five months--and lower than only Howard County when compared to adjoining counties.
