West Union man transported to the Winneshiek County Jail

On Saturday, 30-year-old Joseph Francisco of West Union was arrested in St. Paul, Minnesota and transported from the Ramsey County Jail to the Winneshiek County Jail on two violation of probation arrest warrants. Francisco pleaded guilty in March to a Class D felony charge of possession of a controlled substance
