The Answer Person says: "Those are crews from West Union Trenching doing the work.  They've been hired by Alliant Energy.

Alliant is laying a new fiber cable backbone for its communications in NE Iowa, which will allow its employees to better communicate with one another.  The fiber cable will also tie together equipment used by Alliant.

After the fiber is laid in Decorah, work will continue to extend the new fiber cable to Waukon."
