City of Decorah seeks a "memorandum of understanding" with Upper Iowa Speedway operator and Fair Board

The City of Decorah wants to have something in writing about the operations of the Upper Iowa Speedway, which uses the Winneshiek County Fairgrounds for its races.
 
Decorah Police Chief David Smutzler said he and race promoter Wayne Smith "had a good conversation," and praises Smith for working with the city.
 
Decorah City Council member Ross Hadley thinks having written guidelines for the operation of the races would be a good idea.  Complaints were made by neighbors recently when the racetrack had practice runs during the middle of the afternoon on two successive days.  Hadley says setting out the hours the races can be held and other "general ground rules" would be good for everyone involved.
 
Decorah City Council member Randy Schissel suggested, "We live in a vibrant community, and there's gonna be noise," but other city council members felt it would be good for race promoters to have a written document spelling out the hours the races could be held.  City officials will approach not only Smith, but the Winneshiek County Fair Board, which leases the grandstand and racetrack to Smith.
