Decorah man arrested on two charges

40-year-old Francis Chloupek of Decorah was arrested at 10:00 p.m. Wednesday and taken to the Winneshiek County Jail for 2nd offense serious misdemeanor domestic abuse assault. While being booked into jail marijuana was located on his person. Chloupek was also charged with possession of controlled substance.
