The Answer Person says: "The company doing most of the work is West Union Trenching, but I'm guessing you're asking which company is paying for the work! Actually, the answer is plural—there are currently trenching projects in Decorah for Century Link, Decorah Metronet and Alliant Energy. In all three cases, the projects are putting lines underground because such cables are less likely to have problems, especially during storms. The work is being done in city right-of-way, so while homeowners have to suffer a bit of inconvenience, the work isn't being done on their property. And the three companies paying for the work would all say, I guess, that the result will be better service for residents."
