The "Hidden" Streets of Decorah--are these city streets in this cemetery?

There are certain streets in Decorah that many of us drive on on a regular basis. But there are also streets in Decorah you might not have heard of, which is why we're writing a series of stories about Decorah's "hidden" streets. They're not actually hidden, of course--anyone can drive on them. But they're out of the way and many people might not know about them.
I'll admit right up front that the area around the Lutheran Cemetery in Decorah confuses me. For instance, if you're approaching the cemetery by driving south on Pershing Avenue, you'll see a pair of columns marking the start of the cemetery. You'd believe, like I do, that if you traveled further south past the columns, you'd be on a private driveway--but you'd be wrong--city maps show this as a continuation of Pershing Avenue.
If you turned right instead, you'd be driving on what looks like an alley, but is actually an extension of Fair Street. But you would reach an alley if you continued, although if you turned left and headed south, you'd eventually reach what looks like a street but is actually on property owned by the Lutheran Cemetery Association.
Isn't this simple? It's what happens when the use of property changes over the years, but records don't keep up with it. It's a reason why I believe the offices of the Lutheran Cemetery are located on one of Decorah's "Hidden Streets."
