Another charge filed against man accused of animal torture

A third criminal charge has been filed against a Decorah resident who already faces two charges of animal torture.

21-year-old Douglas Usgaard has now been served with a warrant for violation of pre-trial supervision on a pending theft charge.

The charge is being added to two counts of animal torture. Usgaard is accused of using an ax to kill a 14-year-old labradoodle and a 13-year-old Shi Tzu-bichon mix over the weekend while living with family members.  Usgaard has entered a not guilty plea to the charges.
