Decorah man arrested on two counts of Animal Torture

The Decorah Police Department reports on September 14th, 21-year-old Douglas Usgaard of Decorah was arrested on 2 counts of Animal Torture - 1st offense.

He is currently being held on a $5,000 cash only bond at the Winneshiek County Jail.
