Should people outside the Decorah city limits be involved in city politics?

"There's an old saying--'What's good for the goose is good for the gander.' I'm not sure why people still use this phrase--after all, how many times lately have you seen a goose or a gander?
But I've been thinking about the phrase nevertheless. Because Democrats have been asking me why Winneshiek County Republican Party Chair Thomas Hansen should be allowed to collect signatures on a petition to force a special election in Decorah's Ward 2.
Several people have correctly pointed out that when people living outside the Decorah city limits tried to comment about the impact zoning decisions in Decorah would have on their properties, they were reminded that they were non-residents.
So who's right and who's wrong in this latest controversy? It depends on which political party you belong to, apparently. It seems neither Republicans nor Democrats are familiar with either geese or ganders."
