A very good question! After a bit of snooping, decorahnews.com discovered there are no leash laws for pets in Freeport.

Freeport is an unincorporated community and therefore doesn't follow the leash laws of Decorah.

Leash laws for Freeport would be regulated by Winneshiek County. The Winneshiek County Zoning Ordinance and Subdivision Regulations do not stipulate any laws related to leashing pets.
