I'm curious if you could give me an answer regarding the Phelps Park fountain. As I walk by the fountain, it looks to me like the water is not recycled or contained in the fountain itself and has a continuous flow of water going into it. Walking below on the Dug Road Trail, it looks like the water just flows off the cliffside and onto the trail. What is this continuous flow of water all summer?
Answer: According to a Decorah Parks & Recreation official, the Phelps Park Fountain is filled with water from a city main line. A cracked water gauge is causing the overflow that trickles down the Cliffside onto Dug Road Trail. A Parks & Recreation official said it's on their list of projects and will be addressed now that Nordic Fest is over.
