Decorah man arrested for Theft at Luther College

The Decorah Police Department reports officers were dispatched to the Luther College football field Sunday at 6:30 p.m. for the theft of 2 cell phones. Upon investigation, 20-year-old Douglas Usgaard of Decorah was arrested for Theft 2nd Degree and Interference with Official Acts.
