The Answer Person replies: "According to a Decorah Parks and Recreation staff person, there is technically nothing the Parks Department can do to prevent people from 'reserving' parade viewing spots along the boulevards in front of public parks on Water Street.
The Grand Parade, which begins Saturday at 10:30 A.M., is a popular Nordic Fest event, with many residential lawns and public boulevards along Water Street acting as ideal viewing spots. As of Wednesday afternoon, most of the boulevard in front of Mary Christopher Park was roped off and reserved."
