Ask The Answer Person: Why is Decorah's Yard Waste Site staffed on Saturdays, but not on Wednesdays?

(Sue e-mails: "Dear Answer Person: I'm wondering why the City of Decorah pays someone to monitor the Yard Waste Site on Saturdays, but on Wednesdays it's open with no one manning it?"):
The Answer Person says: "Does your question imply it should never be staffed, or staffed on both days? Either way, City Engineer Jeremy Bril says there's logic to the current arrangement.
On Wednesdays, the number of visits to the Yard Waste Site is much lower than it is on Saturdays. So not staffing the Yard Waste Site on Wednesdays saves some tax money. Bril also says Street Department staff occasionally stop in at the Yard Waste Site on Wednesdays to monitor the situation.
Saturdays, of course, are busy at the Yard Waste Site. Staffing the location on Saturdays prevents the majority of potential problems with dumping of banned items. Bril says he's seen kitchen cabinets, lumber and headboards dumped at the Yard Waste Site--and that's just in the six months he's been in his new job. He pleads with the public to limit its dumping to those items allowed at the location. The city's website lists excluded items: "Included among the prohibited items are: processed lumber, rock, concrete, roots, plastic bags, cardboard boxes or any other containers."
