Letter to the Editor: Iowa law says government property can't be used for political purposes

(The following Letter to the Editor has been submitted by Bill McBay of Decorah):

"According to Iowa campaign law, it would be a violation of state law to fly the flags of any political candidate. Since President Trump has officially announced his campaign for a second term, any campaign signs or flags may not be displayed on city-, county- or state-owned property. This renders moot all other arguments on the flag decision and calls into question the votes for such flags which would have been illegal.

The pertinent part of the regulation is restated below:
68A.406 Campaign signs — yard signs.
2. a. Campaign signs shall not be placed on any of the following:
(1) Any property owned by the state or the governing body of a county, city, or other political subdivision of the state, including all property considered the public right-of-way.  Upon a determination by the board that a sign has been improperly placed, the sign shall be removed by highway authorities as provided in section 318.5, or by county or city law enforcement authorities in a manner consistent with section 318."
