Winneshiek County Board approves 2019-2020 budget calling for $27 million in spending

Winneshiek County supervisors have unanimously approved a 2019-2020 Winneshiek County budget calling for $27.2 million in spending. That's roughly $800,000 more than is projected to be spent this year.
Revenues collected in 2019-2020 are projected to be roughly the same as this year. In order to pay for the higher spending, county officials plan to draw down the fund balance, which will be $8,269,080 at the end of this fiscal year, but $6,787,427 at the end of 2019-2020.
As a result, the property tax levy will be $6.26 for urban property owners and $8.21 for rural property owners per $1,000 of assessed valuation. Valuations increase an average of just over three percent, so the county portion of property tax bills will increase that much.
