A new judge has been appointed to cover Winneshiek County and NE Iowa

Iowa Governor Kim Reynolds has appointed the Clayton County Attorney, Alan Heavens, a district court judge in Judicial Election District 1A, which includes Winneshiek, Allamakee, Clayton, Delaware and Dubuque counties.
Heavens lives in Garnavillo. He attended college at the University of St. Thomas in St. Paul, Minnesota and received his law degree from the University of St. Thomas School of Law in Minneapolis.
Heavens was elected Clayton County Attorney in 2010, replacing eight-term incumbent Kevin Clefisch, who did not seek re-election. The job of Clayton County Attorney is a part-time job. Heavens also has had a private practice in partnership with Dan McClean of Dyersville, a practice which also has a branch office in Elkader.
