All ballots mailed by Election Day should be counted

(The following Letter to the Editor has been submitted by Bob Puffer of Decorah):

"Simply put... our mail delivery service is unreliable in its timing and this measure continues to place unfair advantage to some ballots cast over others. The ballots should be counted if it can be ascertained they have been mailed by election day."
