What's the best way to handle absentee ballots? Several Iowa County Auditors have a proposal

As a Polk County judge holds a hearing Thursday afternoon in Des Moines to determine whether 29 Winneshiek County absentee ballots ought to be counted in the Iowa House District 55 results, several County Auditors in Iowa are circulating a proposal to end such disputes in the future.
"A Proposal to Establish a Sure‐Count Deadline for Absentee Ballots in Iowa" is described as being written by "a bipartisan committee of County Auditors." It says the easiest way to resolve arguments over absentee ballots is for Iowa to adopt a standard used by 35 out of 50 states in the country: "only ballots received in the County Auditor's Office before the polls close for that election will be counted. Any ballots received after the polls close for that election will not be counted."
The proposal says, "This solution provides a simple rule that can be followed by all. Voters will know that ballots need to be into the Auditor's Office by the close of the polls and can take appropriate steps to
ensure their votes are counted."
