Decorah man cited for shoplifting at Wal-Mart

On Monday, Decorah Police Officers were called to Wal-Mart for a shoplifting incident. Upon arrival, Officers found David Mendez of Decorah to be in possession of unpaid merchandise. Mendez was cited and released for 5th degree theft.
