Greene man charged with possession of drug paraphernalia

The Winneshiek County Sheriff's Office reports drug paraphernalia was discovered when 59-year-old David Refshauge of Greene was being booked into the Winneshiek County Jail on a Howard County warrant. Refshauge was charged with possession of drug paraphernalia.
