(Steven e-mails: "I have not seen where the City Council has signed a new Franchise Agreement with Alliant Energy. What is the latest development on this very important matter?"):

Mr. Answer Person says: "Decorah City Council member Andy Carlson says the city's Utilities Committee, which he chairs, has been holding regular meetings with Alliant representatives. The two sides are waiting while Alliant gets answers to some questions it has asked of the Iowa Utilities Board.

Carlson says progress is being made and both sides continue to work to come up with a new Franchise Agreement."
