Letter to the Editor: Voters were playing by the rules

"I agree with almost everything Thomas Hansen said in his Letter to the Editor about un-postmarked ballots except he misses the main point -- voters WERE playing by the rules. The US Postal Service thwarted appropriate application of the rules by failing to postmark the ballots. This has been made clear in an earlier decorahnews article."
