(On Thursday decorahnews.com posted a story titled "Absentee balloting has begun for the Special NICC Election that will be held September 11th." (http://www.decorahnews.com/news-stories/2018/08/20009.html). That led Brian to e-mail: "Huh? What is the secret about? Are we to vote up or down on 'null issue?' What of substance is being held up to voters?"):
Mr. Answer Person says: The September 11th election will ask voters living in the NICC district whether to continue a current tax levy for the school. In 2007 voters approved a $35 million bond levy which paid for improvements to NICC facilities, including a student center at Calmar which houses food service, library, bookstore and all student services departments. The levy also paid for renovations to the Industrial Technologies Building and the Wilder Business Center, as well as other new facilities and remodeling projects at other locations in the NICC district.
September 11th's referendum will ask voters whether the current bond and interest fund levy rate of 28.8-cents per $1,000 of assessed valuation valuation should be renewed. For a homeowner with an assessed valuation of $150,000, this would have a cost of about $23 per year (after application of the residential property tax rollbacks).
