Ask Mr. Answer Person: Why hasn't Ice Cave Road been repaired?

(decorahnews.com reader Cyndi has a simple question: "Why hasn't Ice Cave Road been repaired?"):

Mr. Answer Person says:  "County Engineer Lee Bjerke has been in charge of the project, since most of the portion of the road which was damaged is outside the city limits of Decorah.  Bjerke says the City of Decorah has signed off on the proposed repairs to the road.  So why hasn't work begun?  Believe it or not, it's because of the Iowa DNR.  That's because a portion of the area is on property zoned as being in the floodway of the Upper Iowa River.  Bjerke says a DNR permit is needed before work can begin and the DNR hasn't completed its review yet."
