The Iowa DNR has issued a permit to Menard's to fill in the Freeport floodplain

The Iowa DNR has approved plans by Menard's to fill in the floodplain along Old Stage Road in Freeport.
In a four-page letter to Menard's, Asia Asam of the DNR's Flood Plain Management and Dam Safety Section said the permit has been approved following a review of the engineering plans submitted by Menard's.
The letter says "any person can appeal the issuance of this permit within 30 days of the issuance of this permit." It also notes "The project does require a local flood plain development permit from the City of Decorah.
The issuance of the floodplain development permit is seen as a major victory for Menard's, which wants to build a new 200,000 square foot store on property near Walmart.
The city's Planning & Zoning Commission is scheduled to review Menard's application on August 13th, while the Decorah City Council could vote on the permit as early as August 20th.
