5 kayakers arrested for public intoxication

After several reports of some individuals kayaking the Upper Iowa River and possibly in distress Sunday afternoon, the Decorah Fire Department, Iowa State Patrol and Iowa DNR responded with Winneshiek County Deputies to the Upper Iowa River in Bluffton Township to assist. Upon investigation, five people - all of Oelwein - were arrested and transported to the Winneshiek County Jail for public intoxication: 52-year-old Randall Rau, 50-year-old Timothy Wright, 44-year-old Jolene Wright, 21-year-old Rachel Wright, and 18-year-old Nicole Wright.
