Oklahoma man arrest in Decorah for OWI

24-year-old Shepherd Matsongoni of Norman, OK was stopped at Highway 9 & Old Stage Road on Thursday at 2:52 a.m. He was arrested and booked into the Winneshiek County Jail for operating while under the influence.
