As of mid-afternoon Monday, the Winneshiek County Auditor's Office had handled just over 400 in-office absentee ballots.
Absentee ballots can be cast through 5:00 p.m. Monday, April 30th. Ballots can be cast in person or a ballot can be cast through the mail. In that case, the return envelope must be postmarked by April 30th in order to count.
It's hard to tell whether 400 absentee ballots cast so far is a high figure or a low figure for turnout, since special referendum elections are in a category by themselves. Special elections as a rule tend to attract lower turnouts than statewide elections and certainly less than presidential elections.
