(Dave asks Mr. (Electric) Answer Person: "Is it true that the Iowa Utilities Board wouldn't be in charge of regulating rates if Decorah gets a municipal electric utility?"):
Mr. (Electric) Answer Person says: "Yes. The Iowa Utilities Board, as it notes on its website, 'regulates the rates and services of two investor-owned electric companies, MidAmerican Energy Company and Interstate Power and Light Company, a subsidiary of Alliant Energy...Municipal electric utilities are regulated for service and only in matters specified by statute.'
So how would electric rates be set in a municipal electric utility? A five-member board of directors would be in charge of overseeing the utility--and setting rates, hiring employees, etc., etc."
