Kansas man arrested on a felony warrant

The Winneshiek County Sheriff's Office reports 45-year-old David Huggins of LaCygne, Kansas was arrested on Thursday afternoon on a Kansas felony warrant for aggravated indecent liberties with a minor and sexual exploitation of a child. Huggins is being held in the Winneshiek County Jail awaiting extradition to Kansas.
