Should the Decorah City Council and the Planning & Zoning Commission vote on the city's new sidewalk enforcement plan?

Earlier this week, decorahnews.com posted a news story (http://www.decorahnews.com/news-stories/2017/09/17411.html) stating that neither the Decorah City Council nor the Planning & Zoning Commission have voted on the city's new sidewalk enforcement plan.

Appearing on KDEC's "Our Town" program, which airs Thursday, City Administrator Chad Bird told KDEC's Bob Holtan that a vote is not necessary.  Bird says city code--both in the section covering sidewalks and in the section covering subdivisions--requires sidewalks to be installed at every property.

"The (city) council doesn't have to vote to tell me to enforce the (city) code, the codes are there.," Bird told Holtan.  Bird added, "Basically, what I'm seeking is administrative direction from them that they support my efforts in developing a sidewalk plan."
