Winneshiek County Sheriff's Office makes an OWI arrest

The Winneshiek County Sheriff's Office made an arrest early Thursday morning.

36-year-old Jessica Frank of Decorah was stopped on Commerce Drive in Decorah at 12:07 a.m. Thursday. She was charged with Operating While Under the Influence 2nd Offense. Frank was arrested and booked into the Winneshiek County Jail.
