What has caused a low response to the city & county's "IT Help Wanted" ad?

Winneshiek County and the City of Decorah have been advertising an opening in the county's Information Technology department, due to the resignation of IT Director Chopper Albert.

The deadline for applications closed Friday--after just two people applied.  County and city officials will interview those applicants, but they're also trying to figure out why they didn't get a better response.

They're wondering if one contributing reason is that the IT Director would, in effect, have "two bosses"--the county and the city.  They're also wondering whether the job description included too many responsibilities.

County and city representatives took no action on the issue Monday--they want to talk with the two candidates first.  But they also agreed that some changes might be necessary in the future structure of their shared IT Department.
