Decorah Police say they filed criminal charges against 26-year-old Harlan Sande of rural Decorah following an early morning traffic stop on Sunday.

Officers pulled over Sande for a non-working rear taillight.  They then discovered he had an expired driver's license.  Then they did a test for alcohol and allegedly found he was over the legal limit.

When it was all over, Sande had been arrested on a charge of Second Offense Operating While Intoxicated.  He was taken to the Winneshiek County Jail.
