Elgin man arrested on Winneshiek County parole violation

The Winneshiek County Sheriff's Department says an Elgin man was arrested in West Union Wednesday afternoon on a Winneshiek County probation violation
28-year-old Michael Scott McAllen of Elgin was taken into custody, then transported to the Winneshiek County Jail.
