Finally, police arrested two people on Wednesday.  25-year-old Michael Torgerson and 27-year-old Kathryn Allen were found in possession of a vehicle that allegedly had been stolen from a Decorah car dealership.,  Both were charged with Second Degree Theft.  Police also discovered that there was an active protection order in place between the two, so both were charged with Violation of a Protective Order.
