Letter to the Editor: Who holds road construction crews responsible for the jobs they do?

(Brian Peterson of Decorah has e-mailed the following Letter to the Editor):

"Just wondering who holds the construction crews accountable for state or federal highways or does anyone inspect them once they are complete? 

The new sealer coating on Highway 52 north of Decorah seems to have been done very poorly.  It is much rougher now than before and has large rock bumps all over it.  Seems to me this will be a problem when the snowplows go over it this coming winter and pop all of those rocks out…creating many little holes. 

Just curious how our tax dollars are being spent."
