The Iowa Legislature might consider a bill to change the weighting of money paid for special education programs in the state. In the meantime, school districts across the state are struggling with rising costs.
Decorah School Superintendent Mike Haluska says state requirements for special education staffing have changed over the past year and a half. That has meant that more "Level 2" special ed students are being given one-to-one staffing.
Haluska says Decorah Schools have had "a fair amount of success" in helping special ed students to transition to regular classes. But that has increased budget deficits for special education programs. Haluska says right now "It's a flawed system."
