The Winneshiek County Sheriff's Department has announced the arrest last Friday of Rodrigo Sandoval Estrada of Ossian, completing a year-long investigation into sexual abuse and child endangerment allegations involving four minor children.
The investigation began last August, when Fayette County Sheriff's Deputies arrested Estrada in connection with the alleged kidnapping and sexual abuse of a 13-year-old Waucoma girl. His girlfriend, 35-year-old Holly Ann Yonkovic of Ossian, was also arrested and charged with one count of felony child endangerment.
Fayette County officials at that time said they had learned about the alleged kidnapping and sexual abuse in Waucoma of the 13-year-old girl because of a Winneshiek County investigation. According to court documents, Estrada picked up the girl while she was walking down the street in Waucoma and took her to an apartment where he sexually abused the girl.
The investigation by the Winneshiek County Sheriff's Office and the Ossian/Calmar Police Department led to charges being filed against Yonkovic in October of three counts of child endangerment and one count of tampering with a witness. She was sentenced on those charges in February.
The investigation into Estrada took longer. Now the Winneshiek County Attorney's Office has filed the three counts of 2nd degree Sexual Abuse--a Class C Felony--and one count of 3rd Degree Sexual Abuse--a Class D Felony--against Estrada.
