Is a mural a work of art or an advertisement? That was one of the questions discussed by Decorah City Council members Monday night as they figured out whether to approve an application for a mural on the side of Oneota Co-op.
The business has been approached by Waukon artist Valerie Miller, who wants to paint a cow mural on the side of the Co-op. After a brief discussion about whether the mural would be considered advertising and thus limited in size, city council members decided it was artwork instead--and they unanimously approved the project.
