Decorah native arrested on an extortion charge for allegedly threatening to post sex videos online

The Waterloo Courier is reporting that Waterloo Police have arrested 28-year-old Bradley Williams, a Decorah native, on a charge of extortion.

The newspaper says court records claim Williams secretly took videos of him having sex with a 19-year-old Bettendorf woman last fall after claiming to be a modeling agent named "Lucas Phillips."

Later Williams allegedly contacted the woman again and said he would post the pictures and video on the Internet if she didn't pay him $150 and have sex with him again.

Waterloo Police said Williams used Facebook to pass himself off as an agent for models.  Anyone with similar contact with Williams or with someone claiming to be "Lucas Phillips" is asked to contact police in Decorah or Waterloo.

Williams is a Decorah native.  In 2005 he was arrested for third-degree sexual abuse and impersonating an officer in Winneshiek County.  He dressed in a police-type uniform, claimed to be an officer and took a 15-year-old girl with him "on patrol."  He parked his car on 240th Avenue and had sex with the girl.  He pleaded guilty to the charge and received probation.  But because he was 19 at the time and the sex was consensual, his listing on the state's sex offender registry was available only to the police and not to the public, per Iowa law.
